What decides a website project is the scope, the people assigned to it and the standard the work is held to. Design, development and content are separately staffed, the scope is agreed in a statement of work before anything starts, and payment follows milestones you have approved.
Two things are genuinely local, and they are the ones worth asking about. The first is local search: the map pack, the Business Profile, review flow and the listing data that decides whether you appear when someone nearby searches. That work is about your address, not ours. The second is anything that needs someone physically present, such as photography of your premises, your team or your finished work.
So the honest split is this. Photography and any on-site work is arranged in your market, by people who are there. Everything else is design, development, content and search work, and it is judged on the same standard whichever market it is for.

We work with businesses across the United States, and most of our clients are not in the markets above. Houston, San Antonio, Arlington, Frisco, McKinney, Allen, Carrollton, Garland and Irving are all markets we serve; so are cities well outside Texas.
Those markets do not each have a page here yet, and we would rather say so than publish a hundred near-identical ones. A page earns its place when there is something specific to say about competing in that market. Until then, the conversation starts the same way: what you are trying to reach, what you have now, and what would have to be true for it to work.
Ask what specifically changes about the work because of where you are. If the answer is only that they can meet you in person, that is a real benefit and a small one, and it should be priced as such rather than presented as expertise.
Ask who owns the Business Profile, the analytics and the ad accounts when the engagement ends. Local search work builds assets in your name or in someone else's, and that distinction matters more in local work than anywhere else because the profile is often the single most valuable thing.
Ask what they would do first. In most local markets the honest first move is the Business Profile and the review flow rather than a new website, and an agency that says so before quoting a build is telling you something useful about how they work.
